Challenges in the SPACE4Cities Pre-Commercial Procurement
- Challenges communicate a direction in which the procurers want to develop themselves as smart, sustainable and future-proof cities. Sub-challenges and use cases do not form an exhaustive list but are presented as examples of European cities’ needs, validated by the SPACE4Cities partners.
- Each challenge requires Suppliers to leverage the European Space Agency’s Copernicus and Galileo satellite services in their solutions, but these satellite services can be combined with other technologies and services by Suppliers when building their solutions.
- Challenge themes and use cases may be adjusted and developed further during Open Market Consultation (June-October 2024) in dialogue with organisations participating in the SPACE4Cities OMC activities. The SPACE4Cities consortium is interested in collecting feedback about the challenges, their feasibility and current state of the art.
Challenges in the SPACE4Cities Project (status June 2024)
1. Sustainable Mobility Challenge
How can earth observation and geolocation technologies provided by satellites be leveraged to create more efficient, responsive, and sustainable urban transportation networks? SPACE4Cities is challenging suppliers to innovate using satellite technology to transform urban mobility. The initiative focuses on solutions that not only allow for a more dynamic use of mobility within cities but also aim to significantly reduce emissions in the transport sector. Furthermore, cities face the issue of peak demand which, combined with planned and unplanned disruptions, leads to greater congestion. The solutions to this challenge have to go beyond the existing State of the Art.

2. Climate Adaptation and Resilience Challenge
SPACE4Cities is calling on suppliers to harness satellite earth observation and geolocation technologies to address the dual challenges of climate change mitigation and adaptation in urban environments. This challenge underscores the necessity of integrating satellite-derived data to monitor and manage urban green spaces effectively and adapt infrastructure to be resilient against unexpected or extreme weather events. The challenge seeks innovative solutions that enhance climate resilience, facilitate greenification and greenspace management, and enhance the energy transition. These efforts are crucial as cities worldwide strive to not only reduce their environmental footprint but also adapt to the changing climate conditions that threaten urban infrastructure and living conditions. The solutions to this challenge have to go beyond the existing State of the Art.

3. Digital Urban Planning & Management Challenge
SPACE4Cities is launching a challenge to leverage satellite technologies in urban planning and urban space and infrastructure management, addressing the critical need for up-to-date and accurate data. We seeks pioneering solutions to improve the precision of urban data collection, enhance the ability to model new urban scenarios, and effectively visualise these models in 3D and Digital Twins. These capabilities are essential as cities globally aim to not only manage their development efficiently but also respond adaptively to urban dynamics and citizen needs. The challenge highlights the importance of integrating advanced digital tools to maintain (as real-time as possible) urban data repositories, simulate potential urban developments, and render these simulations in detailed 3D visualisations. The solutions to this challenge have to go beyond the existing State of the Art.

4. Wild Card Challenge
Do you have an innovative idea that solves cities’ needs for dynamic management of urban areas, but does not fall under a specific challenge theme or a use presented by the SPACE4Cities project? You can submit your proposal through a Wild Card Challenge option, which allows for more flexibility and out-of-the-box thinking. But make sure that you have validated your case and see that you meet the requirements published in Call for Tenders in order to succeed during the selection of Suppliers!
